Adds:

• languages ru(Russian), ja(Japanese), de(German), which are translated by translator tool.
• new methods in NoBuildPlusAPI, canExecute(String, Flag, Location/Player/Block/Entity), these methods including checking whether the location is in area created by area protection plugin or not.

Removes:

• redundant methods
